Organizational Context

a. Organizational Setting
The post is located in the Human Resources Management Department (HRMD). HRMD aims to ensure that WIPO has the human resources necessary to fulfill the Organization's mandate, through working in strategic and operational partnerships with all sectors of the Organization, and providing a professional environment for the staff with good employment practices in a client-oriented and efficient manner.

b. Purpose Statement
The Administrative Officer acts as Departmental focal point on all administrative issues, provides executive assistance to the Director, HRMD, and undertakes and coordinates the communications, meetings and administrative work of the department, ensuring an efficient information flow. The incumbent is also required to provide operational support on resource management to the Director, HRMD, identifying gaps and proposing solutions on issues with strategic, financial and administrative implications.

c. Reporting Lines
The incumbent works under the supervision of the Director, HRMD.

d. Work Relations
The incumbent liaises extensively with managers in the department and with other sectors, and entities such as inter alia the Office of the Director General (ODG), the Program Performance and Budget Division (PPBD), the Office of the Legal Counsel (OLC), the Internal Oversight Division (IOD) and external agencies to share information and follow up on operational activities. The incumbent has also frequent dealings with governments, permanent missions and other external parties to share information and confirm arrangements.



First-level university degree in public or business administration, finance, human resources management, international relations or related discipline.


At least six years of relevant professional experience including experience in human resources management, workforce planning, finance and procurement.

Experience working with an Enterprise Resource Planning (ERP) system.

Experience gained in administration, budget and/or finance in the UN system.


Excellent knowledge of written and spoken English and knowledge of French.

Knowledge of other UN official languages.

Analytical and evaluative skills to conduct independent research and analysis.

Excellent time management and work organization skills.

Excellent communication, presentation and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Competent user of Microsoft Office applications (e.g. Word, Excel, Outlook, PowerPoint) and the Internet and ability to adapt to new software quickly.

Familiarity with WIPO's mandate and work.


Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figures quoted below are based on the August 2018 rate of 71.9%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
